The staff at most hotels speak sufficient English to communicate with their customers. The same applies in most tourist shops.
In restaurants we went to, they will usually provide you with a menu in English (even if their English translations are not perfect).
Similarly, most signs are in English as well as Japanese. This includes road signs and signs in shops and hotels.
