There is no culture of tipping in Japan. They just don't expect it.
I'd heard that it wasn't necessary to tip but at one hotel the service was so truly exceptional that I felt compelled to thank them by giving them some money. They seemed embarrassed and refused to take the money I offered. They waved the money away saying that you don't tip in Japan.
Despite the fact that they don't accept tips, the service is almost always very good.
